fix(upload): 修复上传组件最小尺寸设置问题

- 将 FileUpload.js 中的 min_size 默认值从 0 改为 1 - 在 FieldUploadQuestionAction.vue 中，将 min_size 的最小值设置为 1 -确保用户在上传文件时至少选择一个文件，避免出现空文件上传的情况
