陈昱达 631aa120a9 feat(Home): 添加操作手册链接并创建相应环境变量 
- 在 Home.vue 中添加了操作手册卡片的点击事件，打开新标签页链接
- 在 .env 文件中新增 VUE_APP_DOCS环境变量，存储操作手册地址
